Ohio Substance Use Prevention & Recovery Program Training
The State of Ohio requires that employers participating in the BWC’s Drug Free Safety Program provide the following training to supervisors and employees:

New Supervisors: 2-hours of supervisory training + one hour of employee training (after all, supervisors are employees, too!). Therefore, new supervisors must have a total of 3 hours of training.

Refresher training for Supervisors: One hour annually of supervisor training + one hour of employee training. Total of 2-hours training annually required for “refresher” supervisors.

What is the Ohio SUPR program?
SUPR stands for Substance Use Prevention and Recovery. It is an Ohio Bureau of Workers' Compensation program that addresses workplace substance use and misuse. It was formerly known as the Drug-Free Safety Program (DFSP).
Is SUPR the same as the former Drug-Free Safety Program?
SUPR is the successor to the former DFSP, with program changes effective July 1, 2025. Employers should consult the current Ohio BWC requirements rather than rely solely on older DFSP guidance.
How much training do Ohio SUPR employees need?
For participating employers subject to the standard employee education requirements, employees and supervisors need at least one hour of initial employee training and one hour of annual refresher training.
How much initial training do supervisors need?
Supervisors need at least two hours of initial supervisor training in addition to the required employee education. This means a new supervisor generally needs three hours of initial training: two hours of supervisor training and one hour of employee training.
What training does a returning supervisor need?
A supervisor who has completed the initial supervisor training needs one hour of supervisor refresher training annually, in addition to the required annual employee training.

Yes. Managers with LMS access can run reports to review their group's progress and completion status. This helps employers identify who has completed training and who may still need to finish.
Does completing a course fulfill all Ohio SUPR requirements?
Course completion addresses the applicable training component. Employers must also meet any other requirements that apply to their SUPR participation level, including written policy, testing, and program documentation.
BWC Requirement
- The Ohio BWC Rules require that every employee — including supervisors — complete an additional one-hour of “employee” SUPR/drug-free workplace training each year. Therefore, ALL supervisors should also purchase and complete the 1-hour Employee Drug-Free Workplace Training course, in addition to their respective Supervisor Course.
