What is the role of the DER?  Who is a DER?
Every company covered by Department of Transportation Regulations that employs safety-sensitive employees, must have one (or more) Designated Employer Representatives (DERs).  The role is also sometimes called Drug and Alcohol Program Manager (DAPM).  This person is in charge of administering the company's substance abuse testing program.
